A growing challenge for military commanders from company level to operations level is the integration of non-kinetic capabilities and resources into an overarching strategy that addresses the full spectrum of operations from security to political and economic. Whereas in the past, such activities were considered by many to be a mere augmentation to kinetic planning, present day thought realizes the importance of an integrated non-kinetic capability to the Joint Force, and particularly to Special Operations.
DICOP is an innovative system that will bring needed new capabilities for organization, assessment and visualization to non-kinetic operations in counterinsurgency. Specifically, the DICOP system will provide revolutionary capability for aiding tactical commanders at brigade level and below to generate COAs for effective non-kinetic activities within hours using available PCs. DICOP is being developed as a DARPA SBIR Phase II project. The DICOP planning and COA assessment functions are based on the modeling functionality of Perceptronics’ TGDAS (Tactical Group Decision Analysis System), developed as a DARPA SBIR Phase II project.
DICOP represents a fundamental advance in the planning and decision making arena in that it will: (1) represent the first application of decision modeling technology to non-kinetic plan formation, assessment and modification; (2) substantially enhance non-kinetic informational and graphical representation and integrate it with related kinetic geospatial and non-geospatial information tools and systems; (3) significantly expand the ability of the non-kinetic operational personnel to plan, analyze, assess, document and brief their part of multi-force campaigns; and (4) address several challenges from the technical and human user standpoint, but provide substantial payoffs in return. The goal of this project is to assist in becoming a core military capability of U.S. Joint Forces.
